Proceedings within this system lack basic due process safeguards. A new HRF report focuses on conditions of detention for asylum seekers in the United States. The report outlines ways to improve this process in ways that are more cost-effective, just, and humane. &lt;/p&gt;

It further directs the Attorney General to lead a process of individualized case reviews, on a rolling basis, to determine which prisoners may be transferred to third countries and which detainees may be prosecuted in accordance with U.S. law. &lt;/p&gt;
