On November 9th, over 800 youth anti-genocide leaders from around the United States gathered in Washington D.C. to lobby their Senators and Representatives - carrying videos made especially for them. It was the largest genocide prevention lobby day in U.S. history, and an unprecedented day in video advocacy.

This quick video report-back from the lobby day in D.C. features student responses from our partner organization STAND and how we ushered in a new era of video advocacy with the Pledge on Camera campaign. Additionally, below you can also watch a few of the 50 unique, personalized and innovatiive videos that student activists made for their Senators.

Pledge On Camera is designed to remind Congress of the moral and political imperative to ensure that genocide will not occur on their watch or in the future – to make “never again” a reality once and for all. The anti-genocide movement is calling for Congress to create the first comprehensive genocide and mass atrocities prevention legislation.

In this first phase of the campaign, and in support of the lobby day, students have created over 600 video messages for their Senators. Chapters in each state chose the best messages from their state and integrated and remixed them into the core video (last video below) that STAND and WITNESS have produced (view full credits).

This past weekend I've been with over 800 youth anti-genocide leaders from around the country in Washington D.C. as part of Pledge2Protect, a conference designed to educate, empower and highlight the work of activists who are driving the movement to prevent and stop genocide and mass atrocities (see my last post to learn more about the conference and the campaign).

Today is also the culmination of the first phase of Pledge on Camera, part of Pledge2Protect, and a partnership between WITNESS and STAND, the student-led division of Genocide Intervention Network.

This morning over 600 youth anti-genocide leaders are lobbying their Senators as part of the largest genocide prevention lobby day in history - and they're also ushering in a new way for citizens to lobby Congress.

In this first phase of the campaign, and in support of the lobby day, students have created over 500 video messages for their Senators. Chapters in each state chose the best messages from their state and integrated and remixed them into the core video (and below) that STAND and WITNESS have produced (view full credits).

November 9th: Make "Never Again" a Reality: STAND Lobby Video for Pledge2Protect

This fall, WITNESS has partnered with STAND, student-led division of Genocide Intervention Network, to help its nearly 1,000 high-school and university chapters integrate video to support Pledge2Protect, a campaign focused on passing comprehensive genocide prevention legislation through Congress.

With Pledge On Camera, Hundreds of anti-genocide students from across the country are currently creating personalized videos for each U.S. Senator, which they will screen and hand-deliver in a few days on November 9th as part of the Pledge2Protect conference and the largest lobby day in genocide prevention history. This video is the core video that was added-to by STAND chapters across the country.

How U.S. Students are Creating History on the Hill and Making "Never Again" a Reality

As I write today, despite international media coverage and political pressure, the Sudanese government continues to destroy the lives and livelihoods of innocent Darfuris, the military junta in Burma continues to ravage Karen villages in the countryside and multiple armed actors continue to batter the vulnerable civilians of Democratic Republic of Congo. These are just three of the many conflicts around the world today - all are extremely complex, and the longer they last the more difficult it becomes for the international community to put an end to them.

To help prevent the recurrence and continuation of such deplorable situations, the anti-genocide movement is mobilizing to urge Congress to develop a comprehensive genocide and mass atrocities prevention strategy.

WITNESS, where I work, is partnering with STAND, the student-led division of Genocide Intervention Network, on a video advocacy campaign. We're two pioneering organizations with strong track records of effectively harnessing new technology for social change - and this time our common aim is to remind members of Congress of their moral and political imperative to ensure that genocide will not occur on their watch or in the future, and to create comprehensive legislation that will make “never again” a reality once and for all. Pledge On Camera is one part of our campaign strategy, and I think it's a great example of the 'YouTube generation' in action, mixing and using a variety of increasingly accessible tech tools - from webcams to mobile phones - to amplify voices from each state and from around the world calling for comprehensive genocide prevention.

Ushering-in a New and Creative Way for Citizens to Lobby Congress: Personalized Videos

I'm about to head down to Washington D.C., where this weekend nearly 1,000 student anti-genocide leaders from around the country will convene as part of Pledge2Protect, a conference designed to educate, empower and highlight the work of activists who are driving the movement to prevent and stop genocide and mass atrocities.

STAND students from its 850+ high school and college chapters across the country are harnessing the power of video to call on Congress to protect civilians from genocide and mass atrocities by supporting comprehensive genocide prevention legislation. They are using video, from filming to editing, to bring people from their states and from around the world into the Senators' offices on lobby day.

The part that I think is most innovative comes on the last day of the conference, Monday, November 9th, when activists will screen and hand-deliver 100 personalized videos on the Hill – one for each U.S. Senator - as part of the largest genocide prevention lobby day in history. In this first phase of the campaign and in support of the lobby day, students have already created 500 video messages to their Senators.

To help spur Senators to create and enact legislation based upon the Genocide Prevention Task Force's report, activists are using survivor testimony from Voices of Rwanda, human rights media from WITNESS' Media Archive, as well as student-conducted interviews with their friends, family and community and faith leaders.

The Genocide Prevention Task Force's Report: A Blueprint to Preventing Genocide and Mass Atrocities

Fortunately for Congress, the Genocide Prevention Task Force has already done much of the legwork. The Task Force, a bi-partisan group of issue experts, respected statesmen and government officials, was jointly convened by the United States Holocaust Memorial Museum, The American Academy of Diplomacy and the United States Institute of Peace.

Headed by former Secretary of State Madeleine Albright and former Defense Secretary William Cohen, the Task Force released its report, “Preventing Genocide: A Blueprint for U.S. Policymakers”, last December on the eve of the 60th anniversary of the Convention on the Prevention and Punishment of the Crime of Genocide.

The report makes the case for why genocide and mass atrocities threaten core American values and national interests, and how the U.S. government can enhance its capacity to recognize and respond to emerging threats of genocide and mass atrocities. Coming from government insiders, it contains a series of practical recommendations that Congress can implement, such as developing better mechanisms for reporting on conflict situations and authorizing flexible funding for genocide and mass atrocities prevention.

The Task Force created a great blueprint for Congress, but there's been no comprehensive legislative action since its release. It's up to all of us to hold Congress accountable for their actions AND their inaction - and together we can ensure they play their part in making 'never again' a reality.

Video is not only the medium of our time, it is the primary medium that student and youth activists are creatively and effectively harnessing to advance social change. With the Pledge on Camera campaign, we are seeing the ‘YouTube generation’ in action – and this month, we're seeing them change how citizens are lobbying Congress.

Pledge On Camera is designed to remind Congress of the moral and political imperative to ensure that genocide will not occur on their watch or in the future – to make “never again” a reality once and for all.

To support this message, student anti-genocide activists from STAND, WITNESS’ partner and the student-led division of Genocide Intervention Network, are mixing and using a variety of increasingly accessible tech tools - from webcams to mobile phones - to amplify voices from their state calling for legislative action to end genocide and mass atrocities.

So why video and why now?

Recognizing the change in the use of video for advocacy and the power of STAND’s 850-plus high-school and university chapters across the US, we wanted to see how video could not only be made for a group of key decision makers – but individualized for each decision maker. We wanted to integrate video into this campaign to see how a decentralized, motivated network could quickly create, share and edit multimedia content targeted to key decision makers – in this case U.S. Senators.

Through our years of video advocacy at WITNESS, we know how video can be a powerful medium for storytelling for change and bolstering advocacy efforts. Additionally, we’ve learned how useful video is to bring people into a room on lobby day, so we wanted to see how activists could invite citizens in their state to add their voice to prevent genocide – from friends and family to faith and community leaders.

We also wanted to use some of the content in WITNESS’ Human Rights Archive, which has over 3,000 hours of human rights footage. In addition, we wanted to partner with other archive projects like Voices of Rwanda, which is dedicated to recording and preserving testimonies of Rwandans, and to ensuring that their stories inform the world about genocide and inspire a global sense of responsibility to prevent human rights atrocities, to ensure key decision makers not only heard from policy experts and advocates, but also from survivors of genocide and mass atrocities.

Because WITNESS could not do trainings with each of STAND’s cross-country network of chapters to support them in their process of creating videos, from planning through production, it created “Video for Change: An Online Guide to Video Advocacy.” This comprehensive online toolkit has some of the best content from WITNESS’ training curriculum, re-created and re-purposed for STAND and the campaign’s priorities and needs.

Though the online guide will be repurposed for other campaigns, it was an alpha-test for WITNESS to see how training materials and resources could be used and adapted for online, decentralized video advocacy. From the beginning, we at WITNESS wanted to try this model of decentralized, online video creation – from training to filming to editing – to see how we, our partners and those interested in using video for change could create personalized videos for individual decision makers.

We will be writing a report after the lobby day to not only share what happened, but to share the lessons learned so others can take up this model of video advocacy and remix and enhance it.

Cast your vote: Finalists Chosen in YouTube/ENOUGH video contest

In May we invited you to join an innovative video advocacy contest to raise awareness about how mobile phones, digital cameras and other technologies (including the computer that you're reading this post on) is helping to fuel the ongoing crisis in the Democratic Republic of Congo (DRC), scene of the deadliest conflict since World War II.

The ENOUGH Project partnered with YouTube's Video for Change, a program that connects nonprofits with YouTube visitors to spark meaningful change, for the "Come Clean 4 Congo" contest. Now, the judges (actor Ryan Gosling, director Wim Wenders, and "Lost" actress Sonia Walger) have chosen three final videos from the pool of activist filmmakers that submitted videos for the contest. Here is a playlist of the three finalists:

LEARN MORE: In addition to the resources from the ENOUGH Project's Come Clean 4 Congo site, i encourage you to check-out ‘Faced with a gun, what can you do?', a 110-page report from Global Witness (no connection) that details how companies are buying from suppliers who trade in minerals from the warring parties.

Video contest description and background: Use your cell phone to call on electronics companies to Come Clean 4 Congo by designing a video (one minute or less) that raises awareness about the link between cell phones and the violence in Congo. The winner will be flown to LA for a celebrity-studded event and have their video featured on the ENOUGH Project's website and YouTube's contest page.

To support the project, WITNESS partnered with the ENOUGH Project and provided footage from its partnership with AJEDI-Ka, a DRC-based NGO that identifies, demobilizes and reintegrates child soldiers, as well as advocating for justice in the Eastern DRC. The widespread recruitment and use of child soldiers in the DRC is without parallel in Africa. Tens of thousands of child soldiers have been recruited as combatants by all parties to the conflict, which has been described as Africa's World War. In 2003, AJEDI-Ka partnered with WITNESS to harness the power of video, and completed two videos to help amplify its advocacy work: On the Frontlines and A Duty to Protect. Video for Change: Bringing a Warlord to Justice

The global movement for justice - especially international justice - is growing. So what role can video play in strengthening accountability and justice? On January 26 2009, the International Criminal Court (ICC) began its inaugural trial - a landmark case against Congolese warlord Thomas Lubanga Dyilo, who stands accused of conscripting and enlisting children under the age of 15 to fight in his militia between 2002 and 2003 during the civil war in the Democratic Republic of Congo (DRC). The conflict in the DRC has left over 5 million people dead and millions more displaced since 1998.

Over the past several years, video has played an integral role in helping to put the issue of child soldiers onto the ICC's agenda. In this page, we'll explore the trial in greater depth and also look more broadly at the ICC and the quest for international justice.

July, 2009: This video - 6 months into the trial - aims to inform the DRC public, especially in war-affected zones, about the Lubanga trial at the ICC in The Hague (video also available in French and Swahili). The trial is ongoing and is yet to reach a verdict.

International Justice: The Reckoning

A new documentary by Skylight Pictures, The Reckoning follows the Prosecutor of the International Criminal Court, Luis Moreno Ocampo, and his team for 3 years across 4 continents. In that period, the ICC issues arrest warrants for Lord's Resistance Army leaders in Uganda, puts Congolese warlords on trial, challenges the Colombian justice system, and charges Sudan's President Omar al-Bashir with genocide in Darfur. But the prosecutor also faces considerable challenges in securing justice. The Reckoning explores both the challenges and opportunities of the ICC, the first permanent court established to prosecute crimes against humanity, war crimes, and genocide. Learn more here.

In this excerpt from The Reckoning, John Bolton, former U.S. ambassador to the United Nations, explains why he was against the formation of the ICC and why he believes the court could be a threat to U.S. national security.

In this additional video from The Reckoning, Fatou Bensouda, deputy prosecutor at ICC, talks about why she decided to work for the court and responds to criticism that the ICC is a European court that only focuses on investigating Africa.

Video: Child Soldiers in the DRC

The widespread use of child soldiers in the DRC is without parallel in Africa. Tens of thousands of child soldiers have been recruited as combatants by all parties to the conflict. In 2003, AJEDI-Ka, a DRC-based nonprofit organization that demobilizes and reintegrates child soldiers, partnered with WITNESS. Bukeni Waruzi, then AJEDI-Ka's Executive Director, produced several films on the situation of child soldiers in the Eastern DRC.

Two videos in particular, On the Frontlines and A Duty to Protect, were integral to highlighting the use of child soldiers in the conflict and supporting calls for accountability and justice:

On the Frontlines, which advocates for the end of voluntary recruitment of child soldiers in Eastern DRC, was the first film produced by AJEDI-Ka in collaboration with WITNESS. In addition to screenings with key decision makers, the film was screened to more than 30,000 villagers across Eastern DRC, helping significantly reduce the voluntary recruitment of child soldiers in some parts of the region.

The second video, A Duty to Protect, features the testimonies of two girl soldiers caught up in the conflict and advocates for the ICC's involvement in ending the use of child soldiers in the region. This video was screened at The Hague and incorporated into an international campaign for the ICC to prioritize child soldiers in its first investigation.

Is Elder Financial Abuse the Crime of the 21st Century?

According to Fred Joseph, president of the North American Securities Administrators Association, “Elder financial abuse is becoming the crime of the 21st century’’. He was quoted in a Washington Post article that focused on the link between the growing recession in the U.S. and the increase in elder financial abuse. Though there may be debate about if elder financial abuse is the 'crime of the century', there is no doubt that it is a burgeoning crisis in the U.S. This video from the California Attorney General's Office is a good introduction to the issue - and how to help prevent elder financial abuse.

As we've written about, WITNESS and the National Council on Aging have partnered to address a silent crisis in America: elder abuse. This summer and fall, dozens of video stories and testimonies about elder abuse, some from the estimated annual five million victims of elder abuse, are being gathered and shared to help break the silence and pass the Elder Justice Act, pending legislation that will provide holistic support to help detect, prosecute and prevent elder abuse.

Elder abuse can take many forms (which you can learn more about here and here), one of which is the financial abuse of seniors - the illegal or improper use of an elder's funds, property or assets. Examples range from the financial abuse my colleague Kelly's grandmother endured when she was swindled by a door-to-door salesman (read thief) to a family member signing checks from their elder's account without permission.

Though underreported, the annual loss is estimated to be at least $2.6 billion, according to a recent report (pdf) from MetLife Mature Market Institute, produced in conjunction with the National Committee for the Prevention of Elder Abuse and Virginia Tech University. It goes on to state that the typical victim of elder abuse is a woman over 75 who lives alone and the "increased aging population, social changes, and technology advances will lead to a dramatic increase in the opportunity for a growing level of elder abuse".

Groups around the country are working to highlight the urgency of elder financial abuse - particularly during these tough economic times - and helping to provide services to victims and their families. Below, please find a few resources that may be of assistance.

This Friday: NYC Premiere of "The Way We Get By"

I recently had the chance to spend some quality time with some of the crew behind South by Southwest Special Jury Award-winning "The Way We Get By" while I was at the Bay Area Video Coalition's exceptional Producer's Institute*. Once Director, Editor and Co-Director of Photography, Aron Gaudet, and Gita Pullapilly, Producer and Interviewer, screened their preview and talked about the film, my colleague Tina and I saw a connection with our campaign to help break the silence on elder abuse in the U.S. with our Elder Justice Campaign.

The Way We Get By - Trailer from The Way We Get By.

The movie focuses on the stories and experiences of a group of senior citizens who greet U.S. soldiers departing and returning from Iraq, and from their website, the "film quickly turns into a moving, unsettling and compassionate story about aging, loneliness, war and mortality."

I'm excited to see the movie at its NYC Premiere this Friday, where Aron, Gita and cast from the film will be in attendance for questions and answers. If you're in the NYC area, I hope you can join me and my colleagues working on the Elder Justice Campaign for the screening on Friday 17th July at 7:30 - we'll be filming interviews with folks after the film to hear how they think we can better protect and support our elders.
