This aim of this course is to contribute towards a more credible assessment of elections in Africa.
The course covers the following:
* The importance of elections, electoral systems and the concept of election observation
*
Election observation missions – introduction of types of missions and their functions, international legal framework and pre-conditions for dispatching an election observation mission
*
Needs assessment missions - preparation and administration of election observation missions, composition of election observation missions, logistical arrangements and the selection of observers
*
Observation activities in the pre-, and post-election phases
*
Observation reports
*
Re-evaluation of the concept of "free and fair elections".

Participants: middle and senior level governmental and intergovernmental officials, managers of NGO's, academics and post-graduate students
