This video is for the campaign song commissioned for the release of the Open Budget Index 2008, which rates 85 countries by the amount and type of budget information their governments make available to the public. The OBI is based on the findings from the Open Budget Survey 2008—a comprehensive analysis and survey that evaluates whether central governments give the public access to budget information and opportunities to participate in the budget process.
The IBP believes that budget transparency—making available comprehensive, timely, accessible and useful information on how the government plans to use the public’s resources—and opportunities for public participation in the budget process is vital for holding governments accountable and strengthening policy choices. Also, opening budgets and empowering the public to play an effective oversight role also reduce the opportunities for leakages, thereby increasing the likelihood that resources will be used to meet the needs of the people, particularly those mired in poverty.
