IV. VIOLATIONS OF THE RIGHT TO LIFE

26. In the context of violations of the right to life, the Special Rapporteur would like to refer to the case of the sinking of the tugboat 13 de Marzo, which took place on 13 July 1994 and was discussed in previous reports. 18/ The Special Rapporteur is seriously concerned about the fact that an event of this magnitude, in which 37 people died, has not been investigated. Moreover, the Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions stated, in his report to the Commission on Human Rights at its fifty-second session, that he had transmitted allegations concerning that case to the Government of Cuba on 12 June 1995 but had not yet received a reply by the end of the year. In the same report, the Special Rapporteur said that those allegations must be properly investigated, the perpetrators brought to justice and the victims' families compensated. 19/

27. Another instance in which the Cuban authorities violated the right to life occurred on 24 February 1996, when Cuban Air Force pilots shot down two civil aircraft, registered in the United States, which were on a mission for Brothers to the Rescue, a volunteer organization based in Miami. The four crew members, all of whom died in that incident, were Armando Alejandre, Carlos Costa, Pablo Morales and Mario de la Peña. In recent years, Brothers to the Rescue has undertaken to fly over the waters of the Straits of Florida to search for persons leaving Cuban territory in precarious means of transport for the United States coast, in many cases helping to save their lives.

Jeffrey Karl Hellman is a craftsman of poetry, percussion, performance, and production. Award winning poet, Jeffrey aims his words predominately towards the humanitarian crisis in Burma.

As a senior in high school Jeffrey was awarded an internship at Crossroads Films and a partial scholarship to Ithaca College’s Roy H. Park School for his film “Suppressed Freedom” from the Matthew S. Hisiger Film Foundation. Now graduated with a degree in Film, Photography, & Visual Arts B.F.A., he is a spokesperson for the International Campaign for Freedom of Aung San Suu Kyi and Burma, a producer for World Dharma’s Burma Project USA/Canada, a filmmaker for the Coalition Against Trafficking in Women, a video editor for MyPeace LLC., videographer and video editor at Moving Box Studios LLC., and a proud member of the US Campaign for Burma.

Jeffrey is currently co-producing/co-directing with filmmaker, Changhee Chun, Honoring Home, a feature length documentary about Burmese Freedom Fighter, U Han Lin and the plight of his homeland for MBC. Jeffrey believes that if we all come together united for an, “International Campaign for Freedom of Aung San Suu Kyi and Burma” as his late teacher U Han Lin said, “Burma will be Free.”

I have worked at WITNESS for eight years, helping human rights group use video in their campaigns. I currently manage our Core Partnerships program and 'Seeding Video Advocacy' initiative. Previously I coordinated our work in Asia, including Core Partnerships in Burma, Philippines and Indonesia.

I've worked on our training materials too - check out the 'Video for Change' book and the 'Guide to Video Advocacy' animations in the Toolkit section of the Hub.

I'm always interested in hearing about innovative ways people are using video for change!

The United States Campaign for Burma is a US based membership organization dedicated to empowering grassroots activists around the world to rally for human rights and to bring an end to the military dictatorship in Burma.

Through public education, leadership development initiatives, conferences, and advocacy campaigns at local, national and international levels, USCB partners with our global supporters including thousands of Burmese dissidents-in-exile to promote freedom, democracy, and human rights in Burma and raise awareness about the egregious human rights violations committed by Burma’s military regime.

The leadership of USCB is comprised of seasoned human rights advocates, with experience both inside and outside the U.S. government. The board and staff, which include former Congressional staff, former Burmese political prisoners, and experienced advocates, are dedicated to increasing the public profile of Burma and rallying with our global supporters for a free Burma
