Widespread homophobia and a law that prevents the open distribution of condoms or other barrier contraceptives in Jamaica’s prisons, provide the ideal conditions for HIV and other sexually transmitted infections to thrive. This report examines why, and what measures need to be taken to bring the situation under control.
